Bill Mahomes

Managing Shareholder

Bill Mahomes’ practice concentrates in the areas of public finance, complex real estate transactions and mediation.

In addition, Mr. Mahomes has been involved in public infrastructure projects for the past several years and has become extremely familiar with the practical aspects of dealing with public projects and public private partnerships through his service on the Boards of Directors of the Dallas/Fort Worth International Airport, the Texas Turnpike Authority and recent legal services in connection with a Senior lien Sales Tax Revenue Bonds issuance for the Dallas Area Rapid Transit (DART).
He has participated in the negotiations of numerous contracts and public agreements concerning all of these political bodies and their respective projects, including public hearings, professional selections, and financing. He has worked on a number of negotiations involving public and private property matters as well as dealings among various public and private entities.

Prior to joining Mahomes Bolden PC, Mr. Mahomes served as Senior Shareholder/Partner, Simmons Mahomes, P.C. (Dallas, Texas), Senior Shareholder,/Partner, The Mahomes Law Firm (Dallas, Texas), Senior Shareholder/Partner, Locke Purnell Rain Harrell (Dallas, Texas), International Partner, Baker & McKenzie (Dallas, Texas), Senior Vice President and General Counsel, Pro-Line Corporation (Dallas, Texas), and worked in the Office of the General Counsel, Federal National Mortgage Association. Michael Harris

Of Counsel

Michael Harris’ service, dedication and commitment to the City of Houston, its constituents and the people at-large began as a Police Sergeant for the Houston Police Department in 1986.  Since that time, commitment and community involvement has been evidenced in every area of his work, profession and career.  Harris is known throughout the City and State in business, legislative, political and community arenas.  This lends well to his ability to network, connect and organize people collectively to work toward targeted causes.  While on the police force, Harris received the honor and distinction as “Officer-of-the-Year” and was also recognized with law enforcement’s “Outstanding Texan Award.”

Michael R. Harris, brings over 20 years of business management, community relations, government affairs, public finance, public policy and public service to Mahomes Bolden PC.  A 1996 graduate of the Texas Southern University Thurgood Marshall School of Law, Harris earned his degree while working as a Sergeant with the Houston Police Department.

After graduation from law school, he became an associate with Barnes & Turner Law Firm and served as a government affairs consultant with Locke, Liddell & Sapp, LLP until 2003.

Michael’s leadership abilities are innate and as a result, he has always emerged as the leader of a multitude of worthwhile causes and grass root community organizations.  For instance, as a student of the Thurgood Marshall School of Law, Harris was elected President of the Black Law Students Association.  As a Police Officer, he was a member of the National Organization of Black Law Enforcement Executives (NOBLE) and has served as Chairman for the Gulf Coast Community Service Association/Head Start Board.  Throughout these years of service Michael has professionally represented and worked selflessly to garner the support, resources and tools proving to be beneficial in meeting the goals and objectives of the organizations, agencies and people for whom he represents.

Civic and educational causes are equally important to Harris, where he is involved with organizations such as the National Association for the Advancement of Colored People (NAACP), Urban League, United Negro College Fund, National Head Start Program, Texas Children’s Hospital, Gulf Coast Community Service Association, My Brother’s Keeper Outreach Center, Star of Hope Mission, The 100 Club, Alpha Phi Alpha Fraternity, the Greater Houston Partnership and the Houston Black Chamber of Commerce.

Michael and his wife Tammy are active members of Christian Tabernacle Church and are the proud parents of two children, Hannah and Sydnie.

E. Steve Bolden II


E. Steve Bolden focuses on a variety of corporate and securities matters, including mergers and acquisitions of publicly traded and privately held companies, public securities offerings, private equity transactions, non-profit representations, and bond transactions.  Prior to joining Mahomes Bolden PC in 2008, he practiced as a corporate and mergers and acquisitions lawyer at Akin Gump Strauss Hauer & Feld LLP and Jackson Walker LLP.

Mr. Bolden received his A.B. in government from Dartmouth College and his J.D. magna cum laude from Thurgood Marshall School of Law, Texas Southern University where he was a member of the Board of Advocates.

Mr. Bolden is involved with several community, civic, and charitable activities.  He is regularly invited to speak about various legal or civic topics.  He has received presidential citations from the J.L. Turner Legal Association and the Dallas Bar Association.  He is a recipient of the African American Lawyer’s Section MLK Drum Major for Justice Award. He was selected as a Texas Super Lawyer Rising Star in 2005 through 2009 and 2011-2013.  In 2012, Mr. Bolden was selected by the State Bar of Texas, Board of Directors as one of two candidates to run for President of the State Bar of Texas.

Mr. Bolden currently serves as Trustee for Dallas Bar Foundation and on the Council for the Business Law Section. He has also served on several other boards, including: State Bar of Texas, Board of Directors, Section Rep; Dallas Bar Association, Director; J.L. Turner Legal Association (African American Bar Association of Dallas), President; State Bar of Texas, African American Lawyers Section, Chair; Business Law Section, Secretary – Treasurer; First Tee, Dallas; and The Entrepreneurship Institute of Dallas. He is a Fellow of the State Bar of Texas Foundation, Dallas Bar Association Foundation and the Dallas Association of Young Lawyers Foundation.


Brian Newby

Of Counsel

Brian C. Newby is the former Chief of Staff to Texas Governor Rick Perry. In 2008, he co-chaired the State of Texas’ hurricane recovery efforts following Hurricane Ike. Prior to being named Chief of Staff, he served as the Governor’s General Counsel, the primary legal advisor to the Governor and the divisions within the Office of the Governor.

Before joining the Governor’s office, Mr. Newby was a Cantey Hanger partner in the Fort Worth and Austin offices, and was formerly with Roan & Autry, P.C. of Austin, Texas. He also served as outside General Counsel to the Houston General Insurance Company. He rejoined the firm in January 2009. He has extensive experience in legislation, governmental affairs, construction litigation and commercial contract disputes, personal injury, insurance litigation, workers’ compensation, product liability, banking, employment, education, public finance and class actions. He also holds an Of Counsel position at Cantey Hanger, LLP of Fort Worth. He has spent 25 years in the active and reserve components of the United States Air Force. He currently holds the rank of Brigadier General. Additionally, Mr. Newby served on the Texas Tech University Board of Regents as its vice chairman from 1999-2005.  He is a graduate of Texas Tech University and the University of Texas Law School.
